High Volume of Spam email

Recently we have experience high levels of spam email (some users over 30 per day). We are running SMSME 6.0 with Brightmail which until this point has done a terrific job (average only 2-3 per day). Nothing has really changed but I noticed two services on our SBS 2003 Exchange server - Symantec SPBBCSvc and Symantec Network Drivers Service are set to Manual and not Started. Could this have anything to do with it or can you give me additional advice to get us back to the high level of filtering we expected! What are these services used for?
