Just hotfix is not available for download , you need to download the available service pack and install it .It would include all the hotfixes.

At present there is no public link , for downloading the hotifx 1 , you may contact support toget the hotfix , as the download is available for internally only,  but not sure if they would provide it as BE 10 d end of support

I have already downloaded and installed SP4. It does not include Hotfix 1. In fact, there is a note at the bottom that says:

...might be worth your while opening a case with Symantec to get this HF if you have support with them.

The hotfix document is expried and but the service pack document is not updated .

That really doesn't help me much. Are you saying that Hotfix 1 is included in SP4 but the documentation doesn't reflect that information?

When I try to install the remote agent on the 64-bit machine, I get the error "The image file RANT64\setup.exe is valid, but is for a machine type other than the current machine". Apparently this can only be fixed by appying Hotfix 1, but you're telling me I can't get that hotfix. I don't understand why Symantec would not make the hotfixes available to customers for situations like these.

When you say 64 bit which Operating System are you asking about, as you might be running into an unsupported operating system instead of an unsupported bit level. EDIT: In other words have you checked the software compatibility list for 10D?

Oh and I think the Technote content might be a mistake Servcie Packs do normally replace Hotfixes, and Hotfix 1 would have been released before SP1, so SP4 should contain that update.
