How to Block All Web Sites

Dear All,
Recently I installed Symantec Endpoint Security 11.x on Window 2003 SBS.
I am able to block web site, but I want to block all web site & depends on company policy I want add few web site to be unblock for example some of the bank web site which our company deals.

use the firewall to block port 80 on the remote host, prior to that rule, add an allow for remote port 80 on specific hosts

I understand what you are saying. I am new to SEP, could you give me one example how to do that.
I would like to block range of IP address and then I would add web site and allow to range of IP address.

I am able to block all web sites through Firewall Policy.
And as per my company policy i can release or allow few web site for user's.

Dear All,
Well I am able to block web sites and few web sites which I want to release that working.
Now problem is that, the web site which I allow, now it's take lot of time to come for example www.aol.com
it take to long time to load and then later on after entering screen name and password it take long time to load.
Why this is happening , could you help me on this.
