I don't think Connect has multi-lingual capability at the moment. Perhaps you may like to submit this as an idea to 'connect'. However I have a workaround. If you are using Chrome and your system default language is Chinese then, Chrome should be offering you automatic translation of each page to the system default one.

He said he doesn't know English....which he refer as Bird language...since the symantec connect only in English ,doesn't have Chinese version.
