How can I create a response file for onenote 2007

I don't think so you can create a RESPONSE file for OneNote 2007. You have to package this application same as Office 2007.

Create an admin install point and after that try to create a PATCH by including all your customizations.

Edit the Config.xml file to customize the installation, this Config.xml file is used to configure installation tasks and is used only while running Setup.
