How to continue a Change Mgmt Process without tasks?

I created a CM process and got stuck in the "Plan Creation".
It asked me to select a member from a drop-down box, but the drop-down box was empty, thus it did not let me create the plan.

At this stage I would have liked to skip the plan creation, as it's not really needed.

I found the "Remove Task" Task, so I selected this, assuming that it will remove and also SKIP the plan creation task, going on with the next Task in the process.
BUT: Now I have CM ticket which I can only view or add some comments to, without the chance to either close it or continue it or make any senseful with it.

I am logged on as a HD administrator, but I can't find any way of how to resolve that issue. Any hints in here?

Change Management Rights

Just check to make sure that your account has the same rights as a "Change Manager", as the default Admin type accounts do not always have every process right available. That being done, log in with your new rights and see if you get an "Other Actions" web part drop down on the right hand screen pane. There should be an option to work other peoples tasks with a tick box (or something close to thst, sorry not infornt of the system at the moment). This will then display the next process task needed to move the Change Management process forward.

that's what I tried already. I have an account which is the member of every role which exists in the console, but there are NO tasks visible.

Again: Yes, I did remove the actual task which should have been worked on, assuming that the task will either be skipped and/or that another task will come up. But there is just no task at all, thus I have a CM ticket hanging in the air at 30% on which my PM ticket depends on which my IM ticket depends.

So here is some suggestion to development: Please ensure that there is a fallback task like (cancel or set status manually) for a specific security role, if no tasks are available anymore. If the GUI allows to remove tasks, then there also must be the chance to keep on working SOMEHOW with a ticket.
