Sorry, Raj, but you've come to the wrong place for a tutorial in packaging. The correspondents here generally work full-time and particpate on a voluntary basis. You need to book yourself on a training course.
You will struggle with the learning curve unless you know the fundamentals, though, so first off, though, get some grounding in Windows Installer by getting hold of Phil Wilson's book (available for free as a PDF somewhere!) called The Definitive Guide To Windows Installer.
Don't know why 'x' happened? Want to know why 'y' happened? Use ProcMon and it will tell you.
Think about using http://www.google.com before posting.
I think Phil Wilson's book is still in print, but Mike Gunderloy's book "VB/VBA Developer's Guide to the Windows Installer, is out of print and the draft release is definitely available as a free download.
Raj - if the files you have been given are driver files, you have an even higher mountain to climb.

i know how to prepare a installer using binary files ..but I have posted this because it contains oem file and it is a driver application..so I need help for this.
can u please share me any link pls

On the Microsoft website, look for the Driver Installation Framework download. That should provide you with the necessary framework for packaging device drivers.
