Depending on your action type your rule would look like this:

<RULE NAME="YourUserRule" ACTION="HARD_DELETE">
  <RECIPIENTS INCLUDES="ANY">
    <EA>youruser@DOMAIN.com</EA>
  </RECIPIENTS>
</RULE>
