Here is the situation, Microsoft true up is coming up and we don't have EA licensing on all of our sites that we acquired, some of our installs are bought and installed individually by users.

How do I inventory and report on these keys? please help 

You can use sw inv to bring in the productcodes which should help you identify what type of office edition has been installed. If thats good enough for Microsoft then you ate good to go. If it isnt, then you will need to run a tool like Belarcs Advisor in conjunction with a custom inv in order to obtain the actual license keys. The productcode and license key can then be mapped to an asset license object if you wish to go that far.

Do I need to purchase Belarcs Advisor for each computer?

If all you have is Office 2010/2013, then yes you could incorporate the ospp.vbs syntax within a custom inventory syntax, so that the data gathered by the former is parsed into processable Altiris data by the latter.
