Perhaps a stupid question (I'm used to Zenworks).

How can you distribute a web-link? ex: http://whatever.com

Version and solution information

What version are you using?  What Altiris solutions do you have access to?  What agent(s) are your clients running?

NS 6.0 SP3 DS 6.9 Build

NS 6.0 SP3
DS 6.9 Build 430

Clients are running Aclient 6.9.430 x86 and Altiris Agent 6.0.2399 - Windows XP prof SP3

I would create a software package (in NS)

consisting of your web shortcut and a batch file. The batch file would be something like copy "shortcut" to docs and settings, all users, desktop (or whatever location you wanted). The command line for the package would be your batch file.

Then create a task, and associate it with your package and collection.

DS would be a bit easier as you could just use a 'copy file to' command, but that's up to you.

I agree with Jim

I agree with Jim -- DS seems easiest for a simple job like this.
