Open sylink.xml file inside

Open sylink.xml file inside the package. If you are able to see an entry as PreferredMode="1" it is in computer mode .If it is as PreferredMode="0" it is in usermode

If you have create as a single exe then use winrar and open sylink.xml file.
you will find one line PreferredMode="0"
If its 0-->User mode

The moment you install it

The moment you install it will get installed with all settings which is present in sylink file. Then it will contact SEPM and will check for the policy setting in server if any change is there it will make those changes in client.

It will make the changes in

It will make the changes in the sylink file...

.....Edit....
Compare both these sylink files.
In SEPM every group has its own sylink and Group ID
Program Files\Symantec:\Symantec Endpoint Protection Manager\data\outbox\agent\0F4C825779F74C7000A2E19EBC385AA7 --(the first 4 digit represent the group id)

symantec endpoint protection\sylink.xml --on the clent.

One more thing to do Open the SEP Clients-- Help and Support -Troubleshooting -check the policy serial number ( 4 digits)
Then check if you have a folder in the above location on sepm server starting with that number..

........
You can check the policy serial number in client and server... If both are same then it has taken the proper settings form the server...

Policy mode and

Policy mode and PreferredGroup are also set in the registry...

HKEY_LOCAL_MACHINE\SOFTWARE\Symantec\Symantec Endpoint Protection\SMC\SYLINK\SyLink

Verify the policy sl. no

Verify the policy sl. no present in client and server is same or not. In server you can find policy sl. no in details tab of corresponding group and in client in help and support-->trouble shoot. If not same give update policy.
