Hello - I currently manage 3 seperate SEPMs.  I've noticed that on my SEPM1 there is a newer install package (V 12.1.2015) available.  The newer package is not available on my other two SEPMs  see attachment -

how do I get the newer package to load into my other SEPMs?  I need to upgrade about 1200 folks from v 11 to v 12.1.2015

Did you upgrade the second SEPM? If you did, it should've automatically imported the latest package.

You can import SEP packages into the SEPM using this KB article

Are you trying to connect the fileconnect.symantec.com?

Checked here - the site is working fine at the moment.
