This issue has been solved. See solution.

not allow users to connect to the webmessenger from the page of hotmail.....

Well, the solution would be to block the address of the messanger - if it is a web application, it's got its address. If yoi check it, you will be able to block the messanger only.

Try blocking the specific chat url

Below are some urls for some sites that you could use to block the browser based chats.

messenger.hotmail.com
webmessenger.msn.com
scs.msg.yahoo.com
webmessenger.yahoo.com
messenger.yahoo.com
login.oscar.aol.com

To be honest, I have not tried this. Please try it and reply to this post if that worked.
