How to migrate from Backup Exec 9.1 to Backup Exec 12.5 ?
You cannot upgrade directly to BE 12.5. You got to upgrade to BE 11d then upgrade to BE 12.5
How to Install oracle Agnet ?
The BE Agent for Oracle is a serial number which you install in the BE media server. You then push out the remote agent to the Oracle machine.
How to install Active Diectry
I take it that you mean the Agent for Active Directory. It is the same as for the Agent for Oracle, you install the serial number in the BE media server. You then push out the remote agent to the Active Directory machine. If the Active Directory machine is the same as the Oracle machine, you only need to push out the remote agent once

2. To install the agents for Oracle and Active Directory, you can refer to the following docs:
You would install the licenses for both agents on the Backup Exec Media Server as in the following doc - http://seer.entsupport.symantec.com/docs/309433.htm.
You will install only Remote Agent for Windows Systems on the Oracle Server and Domain Controller as in the following doc - http://seer.entsupport.symantec.com/docs/309431.htm

i have a small question "what is the better to do a clean installtion or upgrading my Backup"

A clean installation if you don't mind losing your data etc. You would have to recatalog your tapes if need be...an upgrade if you want to retain information. However, here you will run into timing issues due to having to do a multi-step upgrade.

He could always save the \Catalogs folder and then import it after the Clean Install
