    Go to Tools > Options > Notifier and untick "Use PGP Notifier"

    Yes that article http://www.symantec.com/docs/HOWTO42028 is what you're looking for.  If you dont see any change you would have to wait 24 hours (by default) for the policy to refresh.  Or you can restart a machine or restart pgptray.exe to download the updated policy.
