DLP isn't really made to monitor and block users browsing websites (although I suppose you could somehow make it do that). Its main concern is to find confidential information that users are sharing on websites and stop them from doing that.

If you want a solution to monitor website access and block websites, you are looking for a web monitoring solution like Symantec Web Gateway, Blue Coat SG, WebSense Web Security or Web Security Gateway, or Cisco Ironport for Web (just to name a few).

Yes you can monitor users accessing websites with the Endpoint Agent, but Symantec DLP doesn't give an easy way to use the agent to block users from browsing to specific websites.

The endpoint agent is more concerned about what the user is sending out than what users are viewing. That's why I say that it'd be better for you to look into a separate solution for those features.
