Try right clicking on resetpass.bat and choosing run as administrator to elevate your permissions and reset the password. If it is a 2008 server.

Run the tool as Administrator
- Click Start, and then click All Programs
- Click Accessories
- Right-click Command Prompt and click Run as administrator
- When prompted, either click "Yes" or enter your administrator credentials if necessary.
- Navigate to the directory of the "resetpass.bat" tool using the cd command. (e.g. cd C:\Program Files\Symantec\Symantec Endpoint Protection Manager\Tools)
- On a 32-bit system the default location is: C:\Program Files\Symantec\Symantec Endpoint Protection Manager\Tools
- On a 64-bit system the default location is: C:\Program Files (x86)\Symantec\Symantec Endpoint Protection Manager\Tools
- Type in resetpass.bat to run the tool
Add a user group 'Authenticated Users' to the SEPM folder
- Check the folder permissions on the folder where the Symantec Endpoint Protection Manager is installed.
- Right click on the folder Symantec Endpoint Protection Manager from its installed location.
- Go to Properties, then click on security tab
- Check if a user group called as 'Authenticated Users' is present.
- If not then add a user group 'Authenticated Users' to the SEPM folder and inherit its permissions to the subfolders.
- By clicking on add, in blank area type Authenticated users, and click on Check Names Button.
- It will highlight the Authenticated Users name, click OK
- Then click on Advanced tab, and check the box near the title Replace the permission entries on all the child objects with entries shows here that apply to child objects.
- Click on apply then yes it will take some time to replace the permission once it completes then click on ok.
- Retry resetting the SEPM password using the resetpass.bat utility.
