How to run only incremental backup on symantec backup exec 2012 without full backup?

This is not possible. Incremental backups are for only backing up changes made since last backup starting with the Full backup.

You need a Full backup to be performed to be able to create a baseline for the Incremental backup to work.

While you are Unable to just run incremental backups without a full you would be able to run a baseline full backup / Incremental backups and synthetic full backups ... see below for more information
