You need to be a local Administrator on the desktop/laptop where you want to run the Simulator.
Without Local Admin rights it would be impossible to install the simulator and also impossible to add test configurations under 'Program Files' where the simulator is installed.

Write permission is needed to create configurations.
Only install Simulator on a desktop/laptop where this user will be allowed Local Admin rights.
