How you update your SVS apps

I have been trying to create a Office 2003 SVS package and something that I find could be a problem is the frequent updates MS posts... Even if they weren't frequent it would still be a problem because recreating the package and then deploying out would erase any user settings. Granted there wouldn't be many if the package is setup right, but redeploying the whole office package every couple of months isn't exactly my idea of saving time, if you know what I mean...

So what are the options?
I was thinking the following:
1. Recreate the layer from scratch
2. Update existing layer
3. Create a new layer with just the updates

Problems:
1. Its from scratch meaning it will have to be redeployed and users could lose settings
2. Similar to 1 just less work to create
3. Best case, though I'm not sure if it would work, plus over time a lot of updates could be racked up.

Ideas? Comments? How do you guys do it?
