HP Client Manager Instant Support Health Scan shows "no results returned"

I have a fresh installation of HPCM 7.0 SP2 on a Windows Server 2003R2 x86 machine for evaluation purposes.  I have several machines that I have deployed the Altiris agent and HPCM plugins to and I have run the HP Instant Support Health Scans on them.  The report shows all of these scans as successful.  However, trying to view the reports of those scans via the "View HP Instant Support Health Scan Reports" shows no results.  Additionally, because of this I believe, the software does not detect any required softpaqs to be deployed.

Some scans must be returning data however, as I can run things like BIOS version queries, and they return correct data.  I can also push out any softpaqs that I have manually imported, and this is successful as well.

What do I need to do to troubleshoot why the report seems to believe there is no data and why it thinks I have to softpaqs to deploy?
