HPCMS 6.2 Bios Settings issues

I'm new to HP Client manager and have run into a few issues with getting the bios order changed. When I run the job from the Altiris Console it says that it's run successfully but upon checking the bios nothing has changed. So from there I went in and ran the hpcmsexec command local and ran into "No connection could be made because the target machine actively refused it." Running hpcmsexec /? gives me the same message. I have no clue which direction I need to go in troubleshooting wise so I'm at a loss. All I really need is a stand alone executable to get these bios settings changed but it appears HP does things a little different from Dell. The client machines are dc7600's and 7700's running XP Sp3. If I've left out any info please let me know and I'll include. Thanks in advance for any help. Down below is the syntax I used.
