I'd suggest adding the newly minted AD user account to a security group and making sure SD is regularly importing that security group.
If you want to create a IM ticket immediately then that import will probably be too slow.  I don't know if you can get a workflow to trigger the AD imports on demand but perhaps you can use some of the user creation workflow BRING posted here : to create the user immediately?

i checked it and it only creats manual/generic  users for SD not AD users.

I am confused -  you should be able to open the ad portal and run a Reset Sync immediately.  Is there a reason you dont do that to bring in your users in a quick pinch?

i can but i am trying to automate the process. at present our CCC has to import the user and create the tickets once the NT ID is created and we create 50 users daily mostly interns and its a lot of time wasted for the customercare. if i can automate it and create the ticket. it would be much easy.

Don't have a solution to your problem but thought this might give you a alternative.  We use a number of workflows to create the users AD account, set up their exchange account, create the users folder, set the permissions, and add the user to common groups.   All of this is kicked off by a import from our HR system via a csv import.  Our system emails the service desk to take care of manual processes with a checklist.  Since the user isn't in the Service Desk at this point I user the manager of the user as the contact.  This allows us to track new user accounts as well as informing the manager that their employee is being provisioned.
