answers, in brief
1) yes you can. You simply don't even need to install inventory solution. Patch Management has it's own inventory gathering\reporting process, and software delivery can work without it. Although it may be nearly impossible to determine what exactly is installed on the clients, so you are essentially firing packages blindly into the 'mist'.
2) You can implement as many or as little as you want. It should be directly tied to an Altiris Agent configuration that limits bandwidth consumption (via bandwidth throttling), and I would set THAT to specific kb size, probably 128k or less for the desktops.

Hi Jim, Thanks for your
Hi Jim,
Thanks for your response.
And then If the Patch Management solution was implemented, Do I need S/W delivery solution for delivered the package ? atau Patch Mgmt can delivered package itself without S/W deliver solution ?

No, you do not need SWD to use Patch Management. You can stand up an NS and install only Patch and it will work. It has all the (redundant) components included already. With such low-speed links, I would also suggest placing low-end package servers (could be some XP boxes with sufficient hard drive space) to avoid the burden of each client downloading the patches or SWD packages from the NS (or a PS at the NS's site).
The Agent can successfully download almost any file, regardless of connection speed (assuming you're using HTTP as a transfer mechanism, which supports byte-level resuming, where as UNC distribution only supports file-level resume).
