Asset Management Suite

We are upgrading from 6.X to 7.1 and I have exported all of my Asset Data via Connector Solution to an XLS and a CSV file. When I try to import the data into 7.1, I get errors on the Owners and Departments. I have made sure the users and a list of departments already exist inthe system. I've seen other posts about this, but no resolution. The error I get is 

Data class foreign key lookup on column 'POC' failed.

Did you have any custom data classes associated to those resource types in the 6x enviornment?

If so did you re-create them in the new 7.1 enviornment?

It also could be complaining about special characters in an attribute of a custom data class.
