Import XP SP3 into Software Manager

I need some help.
We are on WPS 7.0 SP3. I'm trying to import XP SP3 into the Software Manager Database as a stand alone hotfix but it fails each time with the following error.
Processing 1 patch file(s)
Reading Patch: Setup.exe
Calling Decompression Plug-ins
Trying default Decompressors
Calling Patch Search Plug-ins
Trying default Search for importable files
Importing File: \\uskihappdev1\ai2000\Wise Share Point\Projects\XP_SP3\PreProd\Install\Hotfix\Setup\i386\update\update.inf
I have also tried importing the update.msi from the extracted package but it seems to only show registry keys.
Does anyone have any suggestions for importing the vendor files into the database?
We currently do not use the Virtual OS/Universal import process.

I have not heard of anyone attempting to import an operating system service pack into software manager. When you consider that the service pack is intended to update all the different flavours of XP, including Home, Professional, Enterprise, and all the different OEM versions, how are you going to filter out the content that is not applicable to your environment?
Frankly, the only reliable way to do this is to update your standard XP build with SP3, and then create and import an SOE snapshot of the entire operating system.

Windows service pack setup files are no standard MSI update files. It contains a lot of custom actions and operating system checks. The Software Manager can't handle those things. Like EdT said, just create a new SOE snapshot of a system including the service pack and other patches.
