There's nothing like this out-of-the-box in ServiceDesk. You'd have to build a custom workflow to accomodate it. Sounds like an interesting project, though.

Reecardo is right. There is currently no out-of-box functionality that does this. If this is to be an ongoing thing, or you have thousands of KB articles to import,  it may be worth the time and effort to create a custom workflow project to do this. If the purpose is to deal with just an existing KB repository that will not see further addition then this would be best handled manually. If you decide to pursue a custom project, I would recommend speaking with a consultant. Another option is to add a feature request; these are handled in the Ideas section of Symantec Connect.
