Installation errors when upgrading from Symantec Protection Agent 5.1

We've just started to roll out Endpoint and so far not too many problems
If you install it on a clean machine, everything is ok
If you install it on a machine which had Sygate (old skool) it was fine
However if you install it on a machine which had Symantec Protection Agent 5.1 on it, then you get trouble. Even if you do an pushed upgrade from the server or go to the machine and install it, it comes back with install errors. One is this one
Error 1310. Error writing to file: C:\WINDOWS\system32\SymVPN.dll. Verify you have access to that directory
If you ignore these, then you get registry errors
Error 1406. Could not write value ProductVersion to key \SOFTWARE\Symantec\Symantec Endpoint Protection\SMC. Verify that you have sufficient access to that key or contact your support personnel
and if you ignore these, it just fails
I know that Endpoint has some magic trick to stop you changing it's files or registry entries and I'm assuming this is it, but if I can't change them (I've tried removing them manually) and it can't change, then what do I do???
Is there some way I can clean all this stuff and start from scratch?

Does this file "C:\WINDOWS\system32\SymVPN.dll" still exist?
If yes how about to unregister that file first.
