Installation problem

Good day!
I tried to install SIM (symantec_sim_7_0_kb45011_sp2.exe) on clean Windows 2003 EE SP2. I have installed IE7. It looks like SIM was installed successful, I am able to run one and even start installation of Symantec Management Platform SP2 (7.0.5201). But during installation process there is the problem:
As I got from forum posts, it is some kind of common installation problem. I have checked the system date - it is correct. I uninstalled Internet Explorer Security Add-in. I even tried to change my timezone from GMT+3 to GMT+0, but in vain. Nothing helps. Please, help me.. I am a customer, we bought Altiris 6.5 and now I want to install a clean ServiceDesk to migrate from Altiris Help Desk...

I ask our programmer to have a look at the problem. He advised to change date format in regional settings from default format to MM/dd/yyyy, and problem has gone..
Very strange. And practice is very important thing..
