Installation problem Error 1402

I am trying to reinstall PGP Desktop  10.1 and having trouble.    

When attempting to reinstall, I receive the message:  " Error 1402:  Could not install key   HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Installer\UserData\S-1-5-18\Components.  Verify that you have sufficient access to that key".  

I checked the key, and administrators and users have full control.
