Isn't a way to install the manager with minimum functions ?
No reports i.e.
Is possible to prepare a packet to deploy for unmanaged clients without installing all SEPM?

Hello,
 
SEPM is meant to be used in a managed environment. So you would want Reports, Notifications, etc so you know what your clients are doing. If you don't want any managed clients, running the setup from CD1 will install an unmanaged client for you. Though this limits what you'll be able to change on the client.

You should be able , though , to choose what you need.
I.e. Notifications and not reports or only threads found or... and so on
If Symantec sells the same Product for 10000 user and for 20-30 users you should be able to tune it
