This issue has been solved. See solution.

Anytime I add an administrator that isn't a full system admin, the console does not allow them to login.  Any ideas?

Make sure you check one of

Make sure you check one of the boxes under the Limited Administrator. Until that is done, the administrators status is disabled.

Make sure you check the right domain on logon

On logon page push "Options >>" button. And in domain feid put your SEPM domain (it is not a FQDN).
You can find SEPM domain name in "Admin -> Domains" menu.

start with the basics...

If this does not work.. start with the basic...
make another admin account...
if it works on logon.. demote it to limited user...
thanks...

If you have issue with the domain, even a full admin account would have issue...
by doing this you could troubleshoot and know the issue at hand...

just my thoughts...
thanks

Each SEPM installation have it's oun domain name.
You can find SEPM domain name in "Admin -> Domains" menu after you login to SEPM console under unlimited administrator.
