So, I have a ton of clients that state the following:
Client has successfully downloaded and verified the upgrade package.
but, they have been at that status for weeks. What does that mean and is there a way to force the upgrade to finish?

It means that they passed all checks and should do the install. It's possible a restart is needed. Please restart one of the affected machines and see if that corrects it.
Set the view in the client page to "Default View" and check the status under "Restart Required" column. If the status of the client says "Yes, The installer component requires a restart", then restarting the machine should complete the upgrade.
I would say that less than 1% show requires a restart.
Note: I sent a restart command from the server for 3am last night for all clients in the group.
Also, the computers have been at this state for over a month.
I am having this issue as well. Only have a few computers with this issue, but need to get them finished. Anyone else have an answer? Thanks.
try to delete a test client entry from sepm and wait for the next heartbeat interval to see if thing are changing
