    I have already tried to export client unmanage package from SEPM with custom policy, but its not working.

    No it's not possible

    The unmanged client can get the Liveupdate from internet and LUA

    He is correct in that only managed clients can update via GUPs.  The content held on the GUPs is cached from the SEPM, meaning only SEPM managed clients can use it (an unmanaged client wouldn't know what to ask a GUP for, even if it knew about them).

    Unmanged clients can take updates from Luadmin and internet not from GUP.

    You tell about GUP and assign policy only from SEPM and only when its managed :)

    If you could do this it would defeat the purpose of an "unmanaged" client. Unmanaged means YOU manage it, not the SEPM.
