Is it possible to restore a windows 2003 SBS system state and data (specifically the active directory), which was backed up using Backup exec 12.5.

On a 2008 r2 Machine using Backup exec 2010?

No. You cannot restore the system state of a 2003 SBS machine onto the 2008 R2 machine. This is not possible, especially AD.  You can only restore the system state back to the original machine.  You can redirect the system state to a directory and retrieve specific files, but you cannot redirect the system state as a whole.

If you need to recover your AD, then you need to recover your failed 2003 SBS machine.  You need to bring the backup media to the 2008 R2 machine and then inventory and catalog it.  After that, you can use this machine to recovery your failed 2003 SBS machine.

In addition to pkh's comments if you are trying to migrate a 2003 SBS AD to 2008 then you really should be looking at tools and methods available from Microsoft (even if this is a scripted export foprm SBS 2003 of current users and groups with a scripted import onto the new 2008 DC)

Backup Exec is not designed to assist with migrations between different Microsoft technology levels
