Library Expansion Options in BE 9.1

Our old DLT Autoloader failed and we acquired a used DELL 122T DLT VS80 Autoloader from one of our other sites, the techs at that site never had any hardware issues with it. We built a new Server with Windows 2003 SP2 and are using BE 9.1. We are having backup rate problems of 1 megabyte per minute and have checked all the hardware for issues. In the ADAMM.log we are seeing a notation that the LEO is going to expire in a certain number of days.

The 122T only has one drive listed and it is my understanding that you are allowed one drive with the core install without having to purchase the LEO. My question is if you enable a backup-to-disk folder, does that count as a tape drive device? Would the fact that the LEO is going to expire cause the slowness we are seeing? Any help will be greatly appreciated.
