License adding error

Hi.
I have Symantec App Center Version: R4.0.1build19.
Applied licenses:

Since this licens is about to go out, I ordered a new internal license on partnernet. I got the license and have registreted it on the licenseing portal.
SYMC APP CENTER ENTERPRISE EDITION 4.0 PER USER BNDL STD LIC PARTNER
PROGRAM BASIC 12 MONTHS, Quantity 50 users.
My problem :
When I try to add a new license on App Center, i get the following error :
Server returned error: Licence type does not match product installation type

Hi Robert,
Is the install hosted by our SaaS (appcenterhq.com), or was it installed on-premises? Please be advised that SaaS and on-prem licenses are not interchangeable (e.g. a SaaS license cannot be applied to an on-prem install, and vice-versa).
Please ensure that the license you received is specific to your instance type

We are distributor for Symantec security in Norway, and I am using this for demo at partners and customers.
The installation is hosted by appcenterhq.com, but I can`t find a SKU that is specific for SaaS, in our distributor priselist or partnernet.
My only 3 choices on Partnernet are :

This is maybe something I should take up with Symantec`s Channel and Commercial Manager in Norway ?
