License as per CPU..........

Hi,
I was going for an upgrade of NBU at one of our client.
Things happens many a times that a client want a upgrade and also want to change the Hardware, but symantec sales team tell us that we need to check the no. of CPU.
In case the client's system have more number of cpu then the previous one. Thye need to give extra money for this extra CPU.......
What could be the reson for this , is there a coding change and cpu utilization for the change of one CPU license to 2 CPU license...or more...
And as per the CPU license...what is the reson of this tier system...
Can any one discuss the reson....

There is also a spreadsheet called Server_and_Processor_Tier.
WHY? Who knows - just about ALL software companies have been licensing their software according to hardware tiers for as long as I've been in the IT industry.
