I am useing Brightmail gateway, I want a policy that limited my user to send a email not more then 15 user. Is it possible through Brightmail Gateway?

The easiest solution to this is to set the maximum number of recipients per message to 15 on the "outbound" tab of the "SMTP Advanced Settings" page under "Hosts / Configuration / SMTP"
I you truely require this per specific group policy, you likely could write a horribly complicated regular expression in the content filtering policies to accomplish as well.

Your suggested solution work fine, one more question, if i want to limit some specific domain.
For example: I want that when sender domain is yahoo.com, then recipient not more then 15.
For this case content filtering policies will be your best tool.

I try create a policy with limited user upto 25 as a recipients. I create a content policy in which I create a condition on "To/cc/bcc" but it did not work find.
