The version you have is what I would expect with BE.

The speed at which the patches are downloaded and installed would be affected by any other similar activities. Some things to consider would be bandwidth, network / internet routing, server responsiveness, etc.

If you have servers that you know are slow in comparison then you may want to consider simply downloading the hot fixes from a server that behaves in an acceptable manner, copy them to the media server(s) in question and install them manually.
