LiveUpdate Administrator 2.2.2 Web Console 404 error

I'm getting the folowing error on IE when I open the Liveupdate Administration shortbut on the desktop.

HTTP Status 404 - /lua/

type Status report

message /lua/

description The requested resource (/lua/) is not available.

Apache Tomcat/5.5.26

Any idea why?

Note:
I've installed Liveupdate Administration Utility on a Windows Server 2003 running IIS and WSUS via Remote Desktop.

I've posted here asking for help regarding this issue..

yes, English (US). And about the link you've sent, I have both the apache and SQL service running without any problem and I have LUA 2.2.2. I've downlaoded it recently...
btw: it's listening to port 7070 (default) and not 8080

I remember it must to 80 or 8080 can you change it?
(maybe you must to reinstall it for change)

I did not change any ports anywhere.  7070 is the default port for which it is listening..
And changing the default port from 7070 to 8080 is a troublesome job, right?

Sorry Bugzee I remember wrong. I check my lua now. and its working on 7070.
there is a 2 services LUA Apache Tomcat and LUA PostgreSQL
These two services is working. And Regional Options English Location United states in the advanced tab Language for non unicode programs choce English.
And java install as you well know  (mine 1.6.0_15)
All of them are ok?

I also have installed jdk1.6.0_17. Should we set the java_home path and stuff? How about if I install Apache tomcat and PostgreSQL manually - Both are free, right?.
All services, LUA Apache Tomcat and LUA PostgreSQL, are up and running.
I tried installing LUA on my XP machine... but still same error message... Is there any diagnostic tool for this...

Event 1

The description for Event ID ( 0 ) in Source ( PostgreSQL ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. You may be able to use the /AUXSOURCE= flag to retrieve this description; see Help and Support for details. The following information is part of the event: LOG:  incomplete startup packet
