Liveupdate only sees 'Liveupdate' as the only Symantec product installed

Liveupdate refuses to update any of my definitions/signatures.  If I run it from SEPM it tells me that all current updates are installed which is not the case.  When I run LiveUpdate manually on the SEPM server  (LUALL.exe) it reports that the only product installed is Liveupdate.  What gives?

Is there any way to update the Liveupdate.Product.Inventory?  After digging deeper into the Liveupdate logs, this seems to be the issue.  When I execute LU from the SEPM, the log shows this:

The part that I would like to point out is the following line:

I'm not sure what changed recently, however, before I started having this problem with my SEPM, the log would show LU checking for udpates to multiple products, not just Liveupdate itself.  I'm going to go out on a limb here and say somehow my Liveupdate.Product.Inventory is incorrectly showing Liveupdate as the only product that is installed now.
 
Any help resolving this would be greatly appreciated as I'm currently preparing a mass rollout (18,000)  of this product in the coming months.

On the Symantec Endpoint Protection Manager Server
 

1.) Open up a web browser on the server machine and enter in this URL:


http://localhost:9090/servlet/ConsoleServlet?ActionType=ConfigServer&action=PublishLuInventory

 

2.) Verify that the LuSesmContentCatalog.xml file exists at this location:

 C:\program files\symantec\symantec endpoint protection manager\data\outbox\content

 You can wait for 5 min , then you will see the notification that modification has been done

 

3.) Force Live Update on the SEPM
