Local Install vs Deployment Console

I have created a package of Mozilla Firefox 3.0.2 with a customized profile for distribution via the Altiris Deployment Console. Deployment to test machines goes as planned but I've discovered a functionality problem. When I build the package as a "per-machine" installation and use the property ALLUSERS=1 from the command line, the first time I launch Firefox as an administrator the self repair runs but then it gives me an error that says:

"Firefox is already running but is not resoponding. To open a new window, you must first close the existing Firefox process, or restart your system."

Restarting has no effect. When I log on as a locked down user with the very same install, it works as designed. Firefox populates the user profile with the customized profile. I am using duplicate files to accomplish this, by the way. I have played with several scenarios of "per-user" and "per-machine" and every time the administrator either errors out or self repair does not run and I get the import wizard with a stock profile. It always works as a locked down user and it works as both administrator and a locked down user when I launch the install locally from the machine. What am I missing here?
