This issue has been solved. See solution.

We have three location based policies setup for each group that holds laptops per SITE and Physical location.  Remote, VPN, and Office. (Yes, took it out of the book. But it works for us.)

Under the section for each Location Setting there is a Location Specific Setting menu where you have Client User Interface Control and Communications.  For some reason, when we edit one of these features the other Location based settings change as well.  This might cause an issue since we want our Remote Location to have a different settings from our VPN and Office locations.

We are currently running MR2 MSP1.

solution incase anyone else searches for this

on the right side of the screen there is the tasks link.

click on it and uncheck the "use group communications settins" option.

then you can change the settings for each individual group.
