EDITED to add: The more I think about this, the more it sounds like you are opening the script in a text editor. Try Control- or right-clicking on the .command file, and choose Open With... then choose Terminal (or Other... > Terminal). The utility is only a script that deletes files out of very specific Symantec-related locations. If you are having problems executing this script, make sure you are logged into the machine as a user with administrative privileges, and that your admin password is not blank. It sounds like you are having bigger problems with the system if this script is not working correctly--I am not an Apple support technician, but I would also recommend repairing permissions and verify (and repair if necessary) the disk using the Disk Utility application.
The instructions are simple:
- download zip file, unarchive to get the .command file
- double-click on .command file to launch it in Terminal
- enter admin password
- at the next menu, choose 1 to remove
