Managed Software Delivery Compliance Status

What exactly does 'Not Applied' mean in the 'Compliance Status' column of the 'Software Compliance Status' report? The machine hasn't received the policy yet?

'Not Applied' status in the  'Software Compliance Status' report means that:
1. Policy hasn't received by client 
2. if policy was received by client this status means that no one of the tasks from the policy was not started.
