    From user side or SEPM side?

    If SEPM side, in the AV policy under admin-defined scans, you can configure the administrator on-demand scan settings

    I'm looking to see if I can set (by policy) on SEPM the default "actions" for manual scans on the client side.  right now the scheduled scans are set to quarantine by default but if a user runs a manual scan the default action is to clean (delete). 

    Is there a way I can make it so if a user runs a virus scan the action it takes is quarantine if it finds something?  Does the administrator on-demand setting control this?

    If a user kicks off a scan manually, it will use the settings set in the SEPM.

    What settings though?  The ones in the "Administrator On-Demand Scan" settings?

    On demand settings pertain to the sepm admin manually kicking it off from the SEPM as opposed to the scheduled scan running. So if you want to manually kickoff a scan instead, yes, these are the settings you would configure.

    if users create a manual scan then it will run under user context and will not take sepm policies

    what you set under policies is admin defined scans, both can have different actions configured
