No.
Catalag backups are for recovery of master server with same hostname, same installation path, same version and patch level.
See chapter 5 ( Disaster recovery ) of NBU Troubleshooting Guide.

Thanks Marianne for the reply.
So the only option i have is to rebuild the same master server by using catalog backup right >?
So in this is can i go for same host with differ ip address or do we have any issue ?
The IP address (on the master) is 'used' by NetBAckup. NBU does not control the network, therefore the ip address can change no problem. It is no differennt to changing the IP on your laptop for example. However, if you change the IP address be sure that any client/ media servers that talk to the master are able to resolve the masters new IP address from it's (unchanged) hostname.
The hostname of the master server must remain exactly the same
The path that NBU is installed in must also remain exactly the same.

When changing IP addresses ensure you clear the cache otherwise things won't work until the cache clears, which is usually every hour.
bpclntcmd -clear_host_cache
