Is there a method that could run on the server to enable SONAR on client?

Yes, assuming you allow the clients the ability to enable SONAR.

Are they disabled because the user did that because they have the ability to? If so, you can edit the policy to not allow that.

Alright, yes they have the ability to change it. If ever, how could i set that in policy? 

In the AV policy go to the SONAR tab and make sure the box is checked and lock icon is closed.
