how do I know if I have this? I see Symantec Network Access Control service listed in my services, but it is set to Manual start. If I have SEP, is SNAP installed regardless and only activates when licensing is applied? Sorry if this is a dumb question...

SNAC services is present on all SEP clients even if you do not have snac. the service will be set to Manual and will be stopped.
this service cannot be started manually.

Only if you purchase SNAC license and update the SNAC license on SEPM then only that service will start.
Once you have install SNAC on SEPM or added snac license on SEPM the SNAC service on the clients will automatically start and the SNAC feature will be added to the Client GUI interface.

No , for SNAC we need to install a license for that and also we need to install the componet for SNAC. By default the service  is listed

Thanks guys. I was messing around and it looked like I was able to start the SNAC service (maybe I am mistaken). I don't think we have it though, I don't recall buying it. On my SEP clients, the GUI shows:

    - Antivirus and Antispyware Protection
    - Proactive Threat Protection
    - Network Threat Protection

Would this be where I see SNAC and if so what would it say/look like?

and if your SNAC in enabled on your SEPM then in SEPm- Policy tab you will have a policy for Host Integrity.
On the client as the above screenshot shows you will have Netowork Access Control feature enabled
